chore: Install Prisma globally in xlog-init container 
- Update deployment configurations for both prod and dev environments
- Modify xlog-init container arguments to install Prisma globally using "npm install -g prisma"

- Add Prisma to Dockerfile copy commands
- Modify xlog-init container command to include installing Prisma
- Add new container for caddy-validator with a Python image
- Increase xlog container's CPU limit to 1500m
